Richard Neely

Judge Neely is a Justice of the West Virginia Supreme Court of Appeals and a graduate of Dartmouth College and Yale Law School. Justice Neely has served three terms as Chief Justice of West Virginia, and is the author of six books, including How Courts Govern America (Yale Press, 1980) and The Product Liability Mess (The Free Press, 1989).
